The World War II Memorial on the National Mall in Washington was vandalized Thursday, prompting a U.S. Park Police investigation and condemnation from federal officials and veterans groups. Authorities say soap was poured into part of the memorial’s fountain, creating large amounts of bubbles. The words “Clean hands dirty $” were also spray-painted on the memorial, with additional red and green paint found on the granite. The Interior Department called the vandalism an “utter disgrace” and vowed that authorities would find the person responsible. Park Police cordoned off portions of the memorial while investigators examined the damage, and cleanup crews began removing the graffiti Thursday evening. The Friends of the National World War II Memorial condemned the vandalism, saying a site honoring those who served and those who never returned home should not be used as a canvas for vandalism. The Veterans of Foreign Wars called the incident an “act of profound disrespect.” The memorial honors the 16 million Americans who served during World War II and more than 400,000 who died.

A New York City police officer has become the first person convicted under a city law banning police chokeholds and certain other restraint methods. Omar Habib was convicted Thursday of felony strangulation, misdemeanor assault and violating the 2020 law, which was enacted following the death of George Floyd. Habib faces up to seven years in prison and has been dismissed from the NYPD. The charges stem from a 2023 incident at a Bronx catering hall, where Habib responded to a 911 call involving an intoxicated and disorderly man who resisted arrest. Prosecutors said Habib placed the man in a chokehold that restricted his breathing and circulation, causing him to lose consciousness. Habib’s attorney argued that other factors, including the man’s alcohol consumption, could have caused him to pass out. A New York police union criticized the verdict, arguing that officers increasingly face the risk of criminal prosecution while performing their duties. The city law prohibits officers from using chokeholds or applying pressure by sitting, kneeling or standing on a person’s torso during an arrest. Police unions challenged the law, but New York’s highest court upheld it in 2023. Habib is being held without bail ahead of sentencing.

Tropical Storm Lala is strengthening as it approaches Hawaii, with a hurricane warning in effect for the Big Island and a tropical storm watch covering Maui County. Forecasters say Lala is expected to become a hurricane as it approaches the Big Island early Saturday. The storm was about 455 miles east-southeast of Hilo late Thursday, packing maximum sustained winds of 60 mph while moving west-northwest at 10 mph. Heavy rainfall is expected to begin affecting the Big Island Friday before spreading across the rest of the Hawaiian Islands over the weekend. Forecast totals of 8 to 12 inches are possible across Maui and the Big Island, with isolated amounts reaching 25 inches on the Big Island. Officials are warning the rainfall could trigger life-threatening flooding and mudslides, particularly in steep terrain. Large waves, dangerous surf and coastal flooding are also possible as the storm moves closer. Hawaii Gov. Josh Green has declared a state of emergency ahead of the storm, activating resources and directing state agencies to prepare for emergency response efforts.

Luigi Mangione is due in federal court in Manhattan Friday and is expected to plead guilty to federal charges stemming from the killing of UnitedHealthcare CEO Brian Thompson. Mangione, 28, is accused of stalking Thompson before he was fatally shot outside a Manhattan hotel in December 2024. The federal murder and weapons charges against Mangione were dismissed earlier this year, but he still faces federal stalking charges that could carry a sentence of life in prison. A person familiar with the case told the Associated Press that Mangione is expected to enter a guilty plea, but cautioned that he could still change his mind before Friday’s hearing. A guilty plea could also have major implications for Mangione’s separate New York state murder case. His attorneys could argue that proceeding with the state prosecution would violate New York’s double-jeopardy protections, while Manhattan prosecutors are expected to argue the cases involve legally distinct charges. His state trial is currently scheduled to begin Sept. 8.

White House border czar Tom Homan is defending Immigration and Customs Enforcement’s plan to equip officers with specialized gloves capable of delivering painful electric shocks, arguing the devices could help officers control dangerous confrontations without resorting to deadly force. “It’s another device to help someone get compliant when they are not,” Homan said Thursday on “Fox & Friends,” adding that officers cannot simply go “from 0 to 100” and immediately resort to lethal force. ICE plans to spend up to $20 million to purchase thousands of the devices, known as G.L.O.V.E., or Generated Low Output Voltage Emitter. The gloves function normally until activated and are designed to deliver an electrical shock through direct contact with a person’s skin. Homan compared the technology to other less-lethal options such as Tasers and pepper spray. He said deployment will not happen immediately because ICE is still developing training requirements and policies governing when officers can use the devices. The proposal has drawn criticism from civil rights organizations and some use-of-force experts who have raised concerns about potential misuse. Homan maintains the gloves could provide officers with another option for de-escalating potentially violent encounters while reducing the need for more serious force.

California Democratic Rep. Mike Levin disputed Hegseth’s characterization, telling Reuters that the length of the deployment and reports about conditions aboard the Lincoln are concerning. Other Democratic lawmakers have also pressed the Pentagon for answers about reported shortages, water and plumbing problems, mail disruptions and sailors’ well-being.
