The FBI arrested Milwaukee County Circuit Judge Hannah Dugan on April 25, 2025, for allegedly obstructing federal immigration agents attempting to arrest an undocumented Mexican National in her courtroom.

When informed by her courtroom deputy that agents from ICE, FBI, and DEA were present to arrest Eduardo Flores-Ruiz, the absolute gem who was in her courtroom to face domestic violence and battery charges, Dugan became visibly angry and left the bench.

Dugan then instructed the agents to go to another judge to discuss the permissibility of making the arrest inside the courthouse. Dugan THEN…wait for it…ESCORTED Flores-Ruiz out a private side door that was not available or accessible to the public to avoid being apprehended. Ruiz-Flores was spotted running by an agent and caught after a brief chase. Judge Dugan is charged with two felonies for obstructing or impeding a proceeding and concealing an individual to prevent their discovery.
