The Obama administration finalized a rule Wednesday, just days before the inauguration, to block states from cutting off federal family planning grants to Planned Parenthood.

The Washington Times reports the rule says states, in most cases, may not prohibit an organization from participating in the program that gives out tens of millions of dollars for family planning.

It is designed to undercut efforts in some states to withhold taxpayer money from Planned Parenthood.

Abortion opponents in Congress criticized Obama’s move and pledged to reverse the measure next year.

Democrats promised to resist those efforts.
